There was no inland 1½d rate until 1871; this very scarce "3" charge mark is therefore only found after 1840 on inland mail posted unpaid and redirected, or redirected for a third time.   London - ½d Newspaper Charge. 1848 (Aug 21) Stampless newspaper wrapper from France to Churchill near Bristol, with Saintes c.d.s, boxed "P.P" and a large "½" charge mark both applied in the London Foreign Branch. From 1845 until 1870 newspapers from France and Belgium were charged ½d upon delivery in Britain; this "½" charge mark was issued in 1846 for use on such items. Scarce, few wrappers were kept. £150-180

  Kent - Canterbury. 1847 (Mar 8) Entire to the Royal Hospital, Chelsea, headed "On Her Majestys Service" but unpaid, handstamped "2" (BCC 207). The letter asks for an extension of a soldiers pension of 6d per day, which is about to expire, and encloses a surgeons certificate stating he is too weak or unwell to do any work. £150-180

  Northumberland - Haydon Bridge. 1842 Unpaid entire letter to Matfen Hall Office with a fine "2" charge mark (BCC 323) and Haydon Bridge backstamp. The letter gives details of workmen's wages for two weeks, and the work undertaken. £100-120

  Northumberland - Newcastle. 1847 Entire letter franked 1d from Newcastle to Alnwick with black "2" charge mark (BCC 585) and "More To Pay" written alongside; and 1848 cover franked 1d to Newcastle, superb "CHEDDAR" undated circle on the front and manuscript "2 to pay", the same Newcastle "2" charge mark then applied in blue.   Worcestershire - Broadway. 1850-60 Unpaid covers, the 1860 cover from Edinburgh to Middlehill unusually with "2" charge marks of both Edinburgh and Broadway, the 1860 cover from Broadway to "Saw Mills, Gloucester" but returned marked "not known" with a superb fancy "2". A fine pair, neither mark listed in the British County Catalogue. (2). £300-350

  Wales. 1842-60 Covers or entires with "2" charge marks, comprising 1842 unpaid entire letter from Port-Madoc to Bangor, the "2" handstamp probably applied at Carnarvon (not recorded in BCC); 1852 cover posted from Chester to Wrexham, turned and posted back unpaid from Wrexham to Chester with "2" (BCC 2428, recorded 1853) and a "124" numeral (unusual on a stampless cover); and 1860 cover franked 1d from Holyhead to London with "2" charge mark (BCC 1171, recorded 1845), endorsed and handstamped "More To Pay". Wales - Cardiff. 1863 (Dec 11) 1d Mulready envelope to London, a late use initially treated as invalid with a Cardiff c.d.s and "2" charge mark applied, the charge mark then deleted with a "162" obliterator and the Mulready cancelled by a Cardiff 162 duplex. Minor soiling, reverse with some paper loss and small piece of tape applied, very unusual. Photo on Page 118. £300-350

  Wales/Ireland. 1849 (July 28) Entire letter from Fishguard to Hereford with a fine blue "FISHGUARD" undated circle, a "2" (BCC 1048) charge mark in the standard Irish type applied in blue at Haverford West. Also an 1850 unpaid entire letter with Irish type "2" charge mark of Drogheda in green. Haverford West, the point of arrival for mail from southern Ireland, would seem to have acquired an Irish 2 charge mark. Most unusual, the Fishguard letter with R.P.S Certificate (2018).   1706-1772 Entire letters all with Bristol handstamps, the 1706 letter with part strike of the very scarce straight line "BRISTOL", 1738 and 1739 letters with good strikes of "B" containing "ris / tol", 1747-72 letters with "B" containing "RIS / TOL" (6, various sizes). Five letters sent by Cross Post, one with a "BATH" handstamp, one 1738 letter endorsed "By the Chester Bag to Northop", four addressed to inns. A few small faults, the majority fine, a good group. Devon - Hartland. 1849 (Dec 3) Entire letter from the north Devon village of Hartland to London, over 1oz weight, prepaid 4d with red "4d" handstamp and matching "HARTLAND" undated circle, Bideford c.d.s in blue and a red London Paid datestamp all on the front. A remarkable 4d handstamp from such a small office, a recent discovery unlisted in any book and the only recorded example, a few very minor tone marks, otherwise fine and unique.
