POST OFFICE RULES - ACTS REF. MAILCOACH TOLLS, REFORMED 1794 LONDON 1d-POST, BANK NOTE PARCELS, ETC.; 1785-1839 printed Acts inc.1785 ref. Mailcoach Tolls (that led to the 1813 Scottish 1/2d Mail Tax charges), 1794 Establishment of the new London Penny Post, 1824 ref. charged for Banknote Parcels etc., 1837 ref. free franking, and the important 17 Aug. 1839 Postal Reforms "Act for the further regulation of the Duties of Postage..." (enabling the Treasury to introduce cheap postage and stamps). Mainly very fine; scarce group. (5 acts) £150

VERY EARLY PERKINS & HEATH CIRCULAR REGARDING THEIR PRINTING TECHNIQUES FOR BANKNOTES; Fine 1 Aug. 1821 folded printed "CIRCULAR" (no postal marks but with folds consistent with despatch under a separate cover by post) headed from "69 Fleet Street, London" and under the name "PERKINS, FAIRMAN and HEATH" (presumably sent out just after the partnership changed) giving a clear description of the firm's printing techniques which offered banks great security against forgery by combining "copper plate and wood cut" printing via "our transferring process". The "Terms" are given as £5 per 1,000 for £1 Notes and £6 per 1,000 for £5 or £10 notes, and the circular ends; "Specimens of our work will be furnished on application being made to us through your [banking] Agents in London.", which suggests that this circular was addressed to the proprietors of country banks only. SUBSIDISED "REDUCED POSTAGE" 1d BLACK ADVERTISING LETTER-SHEET; Remarkable 21 Aug. 1840 EL sent from Dublin (v. fine diamond d.s. on flap matching the MX) to Belfast (fine arrival c.d.s.) franked by a 4m 1d Black (slightly rubbed at top) just tied by a fine orange-red Dublin Maltese Cross; the contents are headed "REDUCED POSTAGE." and are from Shaw Brothers of Dublin and Liverpool offering multiple advertising inside "Stamped Envelopes and Covers [Mulreadies], and on paper with the Postage Label, which he will sell for One Shilling per dozen." Shaw Brothers are recorded as having produced Mulreadies with this kind of advert, but we cannot recall having seen this - or any other - subsidised advertising in a 1d Black covers before [and see next lot]. LAST DAY OF MILEAGE-BASED POSTAL RATES - PREPAID 10d-RATE COVER FROM YEOVIL TO LONDON; Attractive 4 Dec. 1839 E "Paid" to London with fine black "YEOVIL" double-arc "DE 4/1839" c.d.s. (filing fold)nicely placed on the top flap with red manuscript "P 10[d]" on the front along with a very fine red double-boxed London tombstone arrival "PAID" d.s. (filing fold) of the next day - "5 DE 5/1839" (First Day of Uniform 4d Postage, but still charged at the rate prevailing when posted); if sent the next day it would have saved the sender 6d! BROWN MALTESE CROSS OF SLATEFORD TYING 1d BLACK PLATE 7 TO COVER:1840 (20 Jan) E from Slateford to Edinburgh franked with a four margined 1840 1d black plate 7 OL tied by an almost complete watery (as normal) strike of the brown MX cancellation of Slateford, matching brown boxed "SLATEFORD/PY POST" h.s.struck nearby. A scarce cover of exhibition quality. Note the E is addressed to David Stevenson Civil engineer who was a well known lighthouse designer. Ex Mairi Bury. UNOFFICIAL EARLY USAGE OF BLACK INK FOR MALTESE CROSS - COVER FROM LEEK; 24 Dec. 1840 EL (printed "Lee Mills near Congleton" billhead inside; some closed tears well clear of stamp) with invoice receipted as paid in Jan. 1841, to Leek franked by a 1d Black (QL; clear margins except shaved along foot) tied by a very fine black Maltese Cross matching the very fine double-arc "LEEK" c.d.s. (clearly dated "DE24/18 0" - "4" missing) nicely placed on the lower flap. Only one other pre-Feb. 1841 cover has been recorded with a black Leek Maltese Cross (see Rockoff/Jackson Vol.3, p.393) - on a 1d Mulready dated 20 Dec. 1840 in the Howard Hughes Collection.
