There is a large family of gunmakers by the name of Penel recorded as working in St. Etienne during the latter part of the 18th century and the first quarter of the 19th century.

A number of gunmakers by the name of Zellner are recorded in Salzburg in the latter part of the 17th century and first half of the 18th century. The maker of this rifle is almost certainly a member of this dynasty of Austrian gunmakers. It is quite common in this period for several different spellings of the same name to appear.
