Evans stating "the M.S Surcharge is probably genuine, but that it is quite impossible to guarantee a surcharge of this nature". The earliest Philatelic Society Certificate we have seen (and possibly the earliest surviving certificate?) from the first year of the expert committee, signed by three of the most eminent of all philatelists, nevertheless showing some caution in wording their certificate for what is clearly a genuine example of this rare stamp.
