II, 12c with close to large margins all around, the other values cutting in and a vertical cover crease affects the strip, all tied to legal size California cover to the Secretary of the Interior in Washington, D.C., stamps tied by "San Francisco/Cal/16 May" c.d.s., light cover stain at right, nevertheless attractive and a fine cover; lack of additional markings implies that this was sent by government mail at double the 1855 10c rate over the contract route via Panama, evidently the sender believed that 2c was required for ship fee and thus the extra 2c; what is most interesting is that these three values constitute the complete series issued in 1851 and it is extremely rare to find all three values used on one cover.
