| BRITISH OCCUPATION OF NEW YORK IN AMERICAN REVOLUTIONARY WAR - COMMANDER's "SHIP LETTER" COVER; 17 Oct. 1779 EL (typed transcript) from "New York" to Edinburgh with a mainly very fine large "PLYMOUTH/SHIP-LRE" on the front, charged "9" and then "1N9" with London ("3/DE" transit Bishop Mark on reverse) handstruck "In all" mark. The letter is written and signed by one of the British Army in America's better known Commanders, "[Colonel & Aide-de-Camp to the King] Thos. Stirling" (1773-1808; see D.N.B. entry) and gives an update on the military situation; "I now send you Gordon & Crowden on Harley & Drummond for £700 which you will please lay out as usual; it is part of my Virginia prize money. The remainder I sent to London to purchase stock, to Messrs Anderson & Richardson; but advised them if they thought stock bad to write you to draw on them for balance of my acc[oun]t in their hands at 24 Decr. [17]79 & you will apply it as usual. Thing[s] wear a bad aspect here; every place is threatened by D'Estaigne with a triumphant Fleet, & Georgia with all the troops there fallen into his hands, Rhode Island abandoned and I am under orders with 3 Reg[imen]ts to embark for Halifax [Nova Scotia] to save it if possible." | NEW YORK ASSEMBLY PRINTED RESOLUTION IN FAVOUR OF CHEAP UNIFORM POSTAGE; Printed 12 April 1850 U.S. Senate "Resolution" (single printed sheet; fits album pages easily; c.5x8 ins.) from the New York "Legislature" with recommendations; to "reduce the postage chargeable on all letters...for all distances...to 2c prepaid or 5 unpaid [per 1/2 ounce]", for the Treasury to cover the costs of unprofitable postal routes, and for the local free delivery of newspapers. These aims were not achieved for many years, and the 1847 5c/10c rates continued until 1851 when they were only reduced to 3c/5c up to 3,000 miles and 5c/8c for longer routes. | U.S. CIVIL WAR PERIOD - RARE PRO-POSTAL REFORM PAMPHLET; May 1862 32-page "SPEECH OF HON. JOHN HUTCHINS...ON LOW AND UNIFORM POSTAGE" pamphlet (minor dusting of covers & slight binding faults) with text of the Congressman's recent speeches on Postal Reform. He proposed a single bill to cover 16 Reforms including a 2c Uniform Internal rate, cheap rates for printed matter, double rates for unpaid mail, no explosives etc. to be mailed (!), no extra local town postage charges, Late Letter Fees, Pillar Boxes, Postal Guides, the end of the "Franking privilege", and Money Orders. John Hutchins of Ohio was one of the leading supporters of this campaign, and many postal reforms were indeed introduced during the Civil War period, including (in 1863) the first internal Uniform Postage rate (3c per 1/2oz). | U.S. CAMPAIGN FOR CHEAP INTERNAL & INTERNATIONAL POSTAL RATES; Dec. 1873 U.S. Congress report (fits album page; 51/2x81/2 ins.; single sheet) with W.C.H. Waddell's memorial to Congress in favour of a very cheap (1c/1/2d) letter rate throughout the U.S. and the rest of the world. Waddell was ahead of his time; but a couple of years later the new General Postal Union (G.P.U.) led directly to the start of unified (5c) international rates, though there was no 1c rate except for printed matter.
