Mandat Territoriaux, a sheet of unissued 5 francs (10), 28th Ventose An IV (18 March 1796), black and white on parchment like paper, title and value top centre, embossed stamp in field, (Pick A 87a), Mandats were issued on the 14 December 1797 and were exclusively for use in the purchase of land and property confiscated from the Church and the Nobility. Regular currency was not used in these transactions.The great majority of these mandats were used quickly due to rapid inflation, any unused ones were reissued with either a black handstamp (May 1798), or a red handstamp (September 1798). Mandats of this type with handstamp are scarce, unstamped they are rare. This sheet was found in the Netherlands which was occupied by the French in 1795 and was possibly used as a reference sheet in the absence of true specimens. £3,000-3,500
